Own the end-to-end Payment Institution licence application with the Bank of Lithuania.
Coordinate the preparation and submission of the business plan, governance framework, financial projections, safeguarding arrangements, capital documentation, AML/CTF policies and IT/security documentation.
Act as the primary local contact for the Bank of Lithuania throughout the application process.
Coordinate responses to regulatory questions and ensure that all submissions are accurate, consistent and delivered on time.
Translate regulatory requirements into practical actions for the business.
Work closely with senior stakeholders across Legal, Risk, Compliance, Finance, Product, Technology and Operations.
Coordinate external legal advisers and other specialists involved in the application.
Build the Lithuanian operation
Help establish the company’s local governance, control environment and operating model.
Support the appointment and preparation of locally required management and control-function holders.
Ensure that commitments made during the application are implemented before launch.
Support the development of local policies, procedures, reporting lines and regulatory processes.
Contribute to the recruitment and development of the future Lithuanian team.
After authorisation, help manage the company’s ongoing relationship with the Bank of Lithuania and support the further growth of the local entity.
Reikalavimai:
Significant experience within payments, fintech, banking or another regulated financial-services environment. Hands-on experience contributing to or leading a PI, EMI, banking or comparable financial-services licence application, combined with a broad understanding of the regulated operating model. Strong understanding of Bank of Lithuania expectations and the Lithuanian regulatory environment. Knowledge of payment-services regulation, governance, safeguarding, AML/CTF, risk management and regulatory reporting. Ability to understand and challenge a regulated business model beyond a single compliance discipline. Experience coordinating complex, cross-functional projects involving senior internal and external stakeholders. Confidence communicating directly with regulators, executives, board members and professional advisers. A practical, hands-on approach and the ability to operate independently in a newly established local environment. Excellent English and Lithuanian communication skills.
